RIO DE JANEIRO (REUTERS) - A consortia led by Singapore's Keppel Shipyard offered Brazil's Petrobras the lowest price to build a floating platform for Buzios, Latin America's second-largest oil field, three people close to the competition said.
Keppel offered to build P-78, a 180,000-barrels-per-day production unit that Petrobras plans for its deepwater Buzios field, for 12.52 billion reais (S$3.12 billion), the sources said, asking not to be named as the information is confidential.
A winner has not been selected and the result is unclear, the sources said.
Petroleo Brasileiro, as Brazil's state-controlled producer is known, declined to comment. Keppel did not immediately respond to requests for comment.
The Singapore shipyard, which partnered with Hyundai Heavy Industries Holding and Brazil-based BrasFELS shipyard for the bid, beat two Asian competitors, sources said.
A consortia led by Daewoo Shipbuilding & Marine Engineering offered to build the P-78 platform for 14.11 billion reais. Samsung Heavy Industries placed the highest bid, 15.15 billion reais, the people said.
The competition marks Petrobras' comeback as a key customer for Asian shipyards, since Petrobras decided to regain ownership for part of its fleet after seven years only leasing.
Petrobras received offers on Feb 1 for the construction of platforms P-78 and P-79, the company said on Tuesday (Feb 2).

Keppel Offshore & Marine awarded US$2.3b contract to build FPSO for Petrobras
Keppel Offshore & Marine (Keppel O&M)’s wholly owned subsidiary, Keppel Shipyard, has secured a contract, on the basis of an international tender, from Brazil’s National Oil Company, Petroleo Brasileiro S.A (Petrobras), for the turnkey delivery of P-78, a Floating Production, Storage and Offloading vessel (FPSO).
Scheduled for completion in late 2024, the FPSO will be customised for deployment in Brazil’s prolific Buzios field, described as the largest deepwater oil field in the world. With a production capacity of 180,000 barrels of oil per day (bopd), 7.2 million cubic metres of (mcbm) gas per day and a storage capacity of 2 million barrels of oil, the P-78 will rank among the largest in the global operating fleet of FPSOs.
The contract is on an engineering, procurement and construction (EPC) basis, with project execution spanning multiple locations globally. Keppel O&M will fabricate the topside modules weighing 43,000 metric tonnes (MT) at its shipyards in Singapore, China and Brazil, as well as undertake the integration and commissioning works of the FPSO. Keppel O&M’s partner, Hyundai Heavy Industries Co., Ltd. (HHI), will provide the 85,000MT hull and the living quarters for 240 persons. Upon completion, the FPSO will transit to the Buzios field, where Keppel O&M will carry out the final phase of offshore commissioning works.

Petrobras has signed a contract with Keppel Shipyard Limited to build the P-78, the seventh unit to be installed in the Búzios field, in the Santos Basin pre-salt area. Saipem: awarded a new offshore contract for the Búzios 7 project in Brazil, worth approximately 940 million USD

San Donato Milanese (Italy), November 22, 2021 – Saipem has been awarded by Petrobras a new SURF EPCI contract for the installation of a rigid riser-based subsea system for the Búzios 7 project, to serve the pre-salt field located about 200 km offshore the state of Rio de Janeiro, in water depths of around 2,000 meters.
The project awarded to Saipem includes the Engineering, Procurement, Construction and Installation (EPCI) of the Steel Lazy Wave Risers (SLWR) and associated flowlines interconnecting 15 subsea wells to the FPSO together with the related service lines and control umbilicals. Furthermore, Saipem will also be responsible for the provision and installation of the FPSO anchors and for the hook up of the FPSO at field.
Saipem will use its FDS, its state-of-the-art field development ship, for the installation of the SLWRs.
In July 2020 Saipem had already been awarded a contract by Petrobras for the Buzios 5 project for the Engineering, Procurement, Construction and Installation (EPCI) of the Steel Lazy Wave Risers (SLWR) and associated flowlines between all wells and the FPSO.
